Overview:

The local government services section provides technical assistance in the area of Title 32, Article 1 Special District Elections. All C.R.S. 32-1-101 special districts are required, by state statute, to either conduct or legally cancel their biennial election. Regular special district elections shall be held on the Tuesday succeeding the first Monday of May in every even-numbered year. An election manual and calendar is available to assist districts in the conduct of their regular biennial election in May. In addition, the division offers technical support to election officials by hosting several election workshops throughout the state. These classes are designed to help special districts prepare for their regular biennial election. Special districts have the option of holding TABOR Issue elections during a state general election, a biennial local district election, or on the first Tuesday in November of odd-numbered years. The division provides a coordinated election calendar to assist district officials in the preparation of an off-year election.

Special districts must file all election results with the division of local government. The division maintains information on each special district, including election results from the district’s organizational, regular, off-year, or special election.

DEO Election Training for May 2010

Special District Elections Training for DEOs for May 2010 elections will be available to download from this webpage after January 6, 2010. After this date, you will be able to view ‘chapters’ of the training course online from the convenience of your home or office computer. If you would like to watch it live and have your questions answered during the live-recording of the online course, the streaming video web-link will be provided on this page in December of 2009. You can then email your questions to casey.laycock@state.co.us while watching the course and we will be sure to answer them during the recording.

* * FOR NEW DEOs ONLY * *

Are you a new DEO? Need a more detailed course on running your district’s election? We will be offering a teleconference course for new DEOs only that will be separated into 6 individual sessions. Each individual session is approximately 1-hour in length and will be offered over the coming months leading up to the May 2010 election. The course will follow the election calendar dates and deadlines to assist DEOs in complying with elections deadlines. Registration will begin in the Fall of 2009, but space is limited and only NEW DEOs will be allowed to register.


Election Judge Training

All election judges are required to attend “a class of instruction concerning the tasks of an election judge prior to each election.” 1-6-101(6), C.R.S. The DEO shall hold “a special school of instruction concerning the task of a supply judge.” 1-6-101(5), C.R.S. The classes must be held not more than forty-five days prior to the election. An option available to DEOs regarding offering the judges’ training is to attend judges’ training offered by the Special District Association (SDA).The SDA will conduct election judges trainings in the Spring of 2010.
